Antarnaadinvites accomplished professionals with proven track-records to join its national mission team for technology-led productivity and innovation. This is an empanelment process and formal appointments on contractual terms and condition shall be made upon realization of consultancy projects.

II. Method of Selection
The selection of candidates for the listed positions shall be carried out through interviews conducted by an Expert Selection Panel . The process will adhere to principles of transparency, merit, and suitability for the required roles. The selection procedure shall be as follows:
- Shortlisting of Applications
All applications received within the stipulated deadline shall be screened based on eligibility criteria including minimum qualification, relevant experience, and domain expertise. Only those meeting the essential criteria will be shortlisted for the interview stage.
- Constitution of Expert Panel
A duly constituted Expert Panel comprising subject matter specialists, technical experts, and representatives from relevant departments will conduct the interviews. The composition of the panel shall be approved by the competent authority.

Interview Process
- Shortlisted candidates will be invited for an in-person or virtual interview, depending on the requirement and feasibility.
- The interview will assess the candidate’s technical knowledge, experience in donor-funded projects, communication skills, problem-solving approach, and suitability to work in the relevant geographical and socio-economic context.
- For certain key positions, a practical or situational assessment (such as case study response or task simulation) may be administered.

Evaluation Criteria
The Expert Panel shall evaluate candidates using a structured scoring matrix based on the following indicative parameters:
- Educational Qualification and Relevance – 20 Marks
- Domain Experience and Exposure to Donor-Funded Projects – 30 Marks
- Technical/Subject Knowledge – 25 Marks
- Communication, Interpersonal and Analytical Skills – 15 Marks
- Familiarity with Region-specific Challenges – 10 Marks

Final Selection and Approval
Based on the interview scores and overall assessment, the panel will prepare a merit list of selected and waitlisted candidates. The final recommendation shall be submitted to the competent authority for approval.

Offer of Engagement
Upon approval, the selected candidates will be issued a formal offer of engagement/appointment, subject to verification of documents and terms of reference of the position.
III. Terms and Condition of Empanelment
The following Terms and Conditions shall govern the empanelment of selected professionals with Antarnaad:

Nature of Empanelment
- The empanelment shall not be considered as an offer of employment or a contract appointment.
- It will only signify that the empanelled professional is eligible for deployment or engagement as per project needs, subject to further evaluation and approval.

Duration of Empanelment
- The empanelment shall be valid for a period of two (2) years from the date of issue, unless otherwise extended or terminated earlier by the competent authority.
- Empanelled candidates may be called for specific assignments during the validity period based on availability, suitability, and project requirements.

Scope of Engagement
- Empanelled professionals may be engaged for specific positions, assignments, or consultancy services on a contractual basis depending on project demands.
- Engagement terms including duration, location, remuneration, deliverables, and reporting structure shall be communicated through a separate offer/contract letter.

No Claim for Permanent Appointment
- Empanelment shall not confer any right or claim for regular appointment, absorption, or continuation.

Remuneration and Payment
- Remuneration for any engagement arising from the empanelment shall be as per project norms or mutually agreed terms at the time of specific deployment.
- Payments shall be made subject to satisfactory performance and submission of required deliverables, reports, and timesheets, as applicable.

Confidentiality
- Empanelled professionals shall maintain strict confidentiality of all information and documents received or generated during the course of any engagement.
- Breach of confidentiality will lead to disqualification and legal action as per applicable laws.

Termination of Empanelment
Empanelment may be terminated at any time, without assigning any reason, under the following conditions:
- Submission of false or misleading information at any stage.
- Breach of trust, indiscipline, or misconduct.
- Non-performance or refusal to accept engagement when offered on justified grounds.
- Any act deemed prejudicial to the interest of the project or organization.

Conflict of Interest
Empanelled professionals shall not accept any assignment that may conflict with the interests of the project or the funding agency.
- Any potential or existing conflict of interest must be disclosed immediately.

Arbitration and Jurisdiction
- In case of any dispute arising from this empanelment, the matter shall be referred to a sole arbitrator appointed by the competent authority.
- The jurisdiction for legal proceedings shall be limited to the courts located in New Delhi.

Other Terms
- The competent authority reserves the right to revise, modify, or withdraw the empanelment process at any stage without notice.
- Empanelled professionals must keep their contact details, qualifications, and availability status updated with the Antarnaad.
